An Analysis of Survey Data on the New Apprenticeships Scheme

This report presents an overview of the analyses in respect to the New Apprenticeship Outcomes Survey Data. This work is intended to provide an exhaustive descriptive analysis of the survey data, to underpin both the Skills at Work Report, ongoing programme monitoring responsibilities and any further work the department or others might undertake. The report contains seven volumes:

Abstract

New Apprenticeships is a national system of training that officially began on 1 January 1998. It represents a major reform and modernisation of the arrangements for entry level training which had previously been offered as separate apprenticeships and traineeship systems. The survey data was collected to aid in the evaluation of the New Apprenticeships Scheme (Skills at Work: Evaluation of New Apprenticeships March 2005), designed to examine the effectiveness of New Apprenticeships from an Australian Government perspective and compare arrangements before and after the introduction of New Apprenticeships. The Department contracted this work to provide full background information to the analysis of the surveys that were included in the evaluation.

The report consists of seven volumes: a synopsis of the work completed, analysis of the long term survey results, each of the four quarterly survey results and the combined quarterly surveys. Each of the first five volumes presents graphical and tabular descriptive statistics detailing the responses to the individual questions for a specific dataset. Volume 1 details 71 separate substantive questions from the long-term survey, Volume 2 details 31 separate substantive questions from the September 2003 quarterly survey, Volumes 3 and 4 details 43 separate substantive questions from the December 2003 and March 2004 quarterly surveys, respectively, and Volume 5 details 45 separate substantive questions from the June 2004 quarterly survey. Finally, Volume 6 details 43 separate substantive questions based on the four quarterly surveys combined into a single annual dataset. Again, results are presented graphically in the form of bar charts and in tabular form both overall and broken down by type of cessation and by whether respondents were existing employees or not (though for this latter breakdown, the aggregation was only over the December 2003, March 2004 and June 2004 quarters, as the required information for making the breakdown in the September 2003 quarter survey was not available). In addition, where the data warrants, any noticeable trends in the responses to individual questions across the four quarters are presented in graphical format as additional bar charts.
